It's a long way up

I had a dream about two cities...

One is splendid golden and it floats like a castle in the air. It has great stone towers and hanging gardens. Life is good there. Far away on the solid ground below there is another city. Choked with fires, blacked by coal. This city is surrounded by watch towers. Not sure why since no-one has ever escaped. There is nowhere to escape to.

Except up, of course.
